Which Change Application Do You Actually Need?

IESCO processes three types of change applications, and each one has a different document set, fee structure, and processing timeline. Getting the type wrong wastes weeks. Here's a clear explanation of each — pick the one that matches your situation before going any further.

👤 Change of Name — Ownership Transfer

15–30 working days

This is a name transfer on the electricity meter — from the previous owner's name to yours. You need this when you've bought a property, inherited it after someone's death, received it as a gift, or when any other legal transfer of ownership has taken place. The old and new names in the IESCO billing system must match the ownership records. Any outstanding dues on the meter under the previous owner's name must be cleared before the name transfer can proceed — this is a hard requirement, not optional.

You need this when:

  • You purchased a property and the meter is still in the previous owner's name
  • You inherited property and the meter is in a deceased person's name
  • Property transferred via gift deed or court order

📊 Change of Tariff — Category Switch

10–20 working days

A tariff change updates the billing category on your meter — most commonly from domestic to commercial (when you start a business from your home or commercial premises) or from commercial back to domestic (when a business closes). The tariff category is directly tied to your per-unit electricity rate. Using an incorrect tariff is treated by IESCO as a billing irregularity and can result in retrospective billing adjustments, fines, or meter disconnection. If your use has genuinely changed, apply promptly.

You need this when:

  • You've opened a shop, salon, clinic, or other business from your home
  • Your residential property is now used commercially
  • You previously had a commercial connection and ceased business operations

Change of Load — Load Enhancement or Reduction

30–60 working days

Load enhancement increases the sanctioned kW limit on your existing connection. Every IESCO meter has an approved maximum load (e.g., 5 kW, 10 kW, 25 kW). If you add heavy equipment — industrial air conditioners, machinery, large commercial refrigerators, welding equipment — that exceeds this limit, you must apply for load enhancement before using that equipment. Running over your sanctioned load causes frequent tripping, damages equipment, and when detected during inspection leads to an overloading fine and forced reduction. Load reduction, while less common, reduces your security deposit and applicable charges.

You need this when:

  • You're installing heavy industrial or commercial equipment
  • Frequent tripping is occurring even without apparent overuse
  • You want to reduce your meter's sanctioned load to lower security deposit

How to Submit Your IESCO Change Application — Step by Step

The process is the same for all three change types, though the specific documents and fees differ. Work through these steps in order — skipping any step, especially document uploads or payment, causes the application to stall.

1
You

Step 1 — Identify Your Application Type

From the section above, confirm whether you need Change of Name, Change of Tariff, or Change of Load. If you're unsure — for example, your property was both sold and had outstanding dues — call the IESCO helpline at 051-111-786-786 before applying. Selecting the wrong application type requires cancellation and resubmission, losing days.

Note: Have your meter account number and current bill ready before calling.
2
You

Step 2 — Clear Any Outstanding Dues

Before the review stage, IESCO will check for unpaid bills on the meter. Outstanding dues are the #1 reason change applications (especially name changes) are rejected or indefinitely stalled. Check the meter's current outstanding balance from the bill or by calling the helpline. Clear all pending invoices before — or simultaneously with — submitting your application.

Note: Use CheckBills.pk to download and print the current bill and confirm the balance.

You

Step 3 — Gather and Prepare Documents

Collect the documents specific to your application type (see the table below). Pay special attention to CNIC attestation requirements — self-attested or stamp-only copies are rejected. For name changes, ensure property transfer documents clearly establish legal ownership. For load changes, the wiring contractor must be licensed by WAPDA.

Note: Scan documents at 300 DPI, JPEG or PDF, under 2MB per file.

You

Step 4 — Submit Online Application

Log in to the IESCO official portal (link above), enter your existing meter/account reference number, and select the type of change application. Fill all required fields, upload your documents, and submit. Your Tracking ID will be delivered by SMS to your registered mobile number. Save it.

Note: Use the same mobile number your meter account is registered under.

Step 5 — Verification and Survey (if needed)

For name changes and tariff changes: IESCO verifies documents in 5–15 working days. For load enhancement: a technical field survey is required. The engineer checks whether the existing cables, service line, and area transformer can handle the increased load. A survey appointment may or may not be pre-communicated — keep someone at the property and keep the relevant area accessible.

Note: Track your application status every 3–4 days during this phase.
6
You

Step 6 — Pay Demand Notice

After verification, IESCO issues a Demand Notice for any applicable charges — change processing fee, infrastructure upgrades (for load enhancement), or security deposit adjustment. Print it, pay at any designated bank, and upload the receipt the same day. Name changes and load enhancements typically attract a fee; straightforward tariff changes may or may not.

Note: Demand Notices have an expiry date — don't let them lapse.

Step 7 — Change Implemented

Once payment is confirmed, IESCO updates the billing system. For load enhancement, the crew may visit to upgrade cables, CT meter, or fuse capacity. Your next bill will reflect the updated name, tariff, or load. If it doesn't, call the helpline on the same day you receive the first post-change bill — corrections get harder the longer they wait.

Note: Check your first bill after the change and keep your Tracking ID handy.

⚠️ Outstanding Dues — The Change Application Blocker

IESCO will not process a change of name application if the meter has any unpaid outstanding balance. This includes current month's bill, reconnection charges, and any penalty amounts. Before applying, check the current balance on the bill, pay all arrears, and keep the payment receipts. Even after online payment, allow 2–3 banking days for it to reflect in the IESCO system before submitting your change application.

Required Documents by Change Type

Use this table to cross-check exactly which documents you need for your specific application type. For all types, originals may be required at the office visit — bring them along with attested copies.

Document👤 Name Change📊 Tariff Change⚡ Load Change
Applicant's attested CNIC copy

Realistic Timelines — What to Expect

Change application timelines depend on the type, document completeness, and how quickly you respond at each stage. Here's an honest comparison table:

👤 Change of Name

15–30 working days

Slow factors: Missing property transfer docs, outstanding dues

Fast factors: Clean documents, zero outstanding bills

📊 Change of Tariff

10–20 working days

Slow factors: Conflicting evidence of usage type

Fast factors: Clear documentary proof of business/domestic status

Change of Load

30–60 working days

Slow factors: Survey delays, low transformer capacity area

Fast factors: Prompt DN payment, accessible property

Frequently Asked Questions

Common questions from IESCO consumers about change applications, answered plainly.

What is the process for IESCO change of name on an electricity meter?+

To change the name on a IESCO electricity meter, submit an online change application through the official portal. Fill in the current account details and the new owner's information. Attach the required documents including the new owner's CNIC, property transfer documents, and the current account holder's CNIC or a No Objection Certificate. After submission, IESCO will verify the documents, possibly conduct a survey, and issue a Demand Notice for applicable fees. Upon payment, the meter name is updated in the IESCO billing system.

What documents are needed for IESCO change of name application?+

For change of name, you typically need: (1) New owner's attested CNIC copy. (2) Property transfer documents (sale deed, gift deed, or court succession certificate for inherited property). (3) Original or attested copy of the current account holder's CNIC, OR a No Objection Certificate (NOC) from the current account holder if the property is being transferred without sale. (4) Copy of the latest IESCO electricity bill of the meter in question. (5) A witness's attested CNIC copy.

What is IESCO load enhancement and how do I apply?+

Load enhancement means increasing the sanctioned electricity load (in kW) on your existing connection — for example, increasing from 5 kW to 10 kW when you add a heavy air conditioner, industrial machine, or business equipment. To apply, submit a change application selecting "Change of Load" as the application type. IESCO will conduct a survey to assess transformer capacity and cable suitability. A Demand Notice is issued for the required upgrades. After payment, IESCO installs a new meter or replaces cables to support the higher load.

How long does a IESCO change application take to process?+

The processing time for a IESCO change application varies by type. Change of name typically takes 15–30 working days (document verification, possible survey, Demand Notice issuance, payment, and update in system). Change of load takes longer — 30–60 days — because it involves a technical survey and potentially infrastructure upgrades. Change of tariff (e.g., domestic to commercial) is processed faster, usually 10–20 days, as it mainly requires document verification. Track your application status regularly using your Tracking ID.

Is there a fee for changing the electricity meter name in IESCO?+

Yes, IESCO typically charges an administrative and processing fee for change of name applications. The exact fee depends on the type of change: simple name transfer (same family via succession certificate) may have a lower fee, while a commercial transfer may have higher charges. Any applicable arrears or outstanding dues on the meter must be cleared before the name change is processed. The Demand Notice issued after document verification will specify all applicable charges clearly.
