K-Electric subsidy & lifeline tariff — Karachi electricity guide

K-Electric (KE), formerly the Karachi Electric Supply Company (KESC), is Pakistan's only private vertically-integrated power utility. It serves Karachi, Hyderabad, Hub (Lasbela), and surrounding areas of Sindh and Balochistan. Unlike the 11 PITC-connected DISCOs (MEPCO, LESCO, FESCO, etc.), K-Electric operates its own billing portal at ke.com.pk and is not part of the PITC system. NEPRA regulates K-Electric's tariff and service standards.

What is the K-Electric lifeline tariff?

NEPRA's approved tariff for K-Electric's domestic consumers (category B-1) is progressive — the more units you consume each month, the higher the per-unit rate you pay. At the lower end, NEPRA mandates a deeply discounted lifeline rate for households consuming very little electricity, and a protected band for moderate low-usage households. These subsidised slabs are designed to keep electricity affordable for low-income families in Karachi and surrounding areas.

The lifeline slab applies to domestic consumers using up to approximately 50 units per month on a six-month rolling basis. A broader protected band covers consumers using up to around 100 units per month. Consumers in these bands pay significantly lower per-unit rates than those in the higher slabs, and NEPRA frequently provides an additional buffer against the full FPA (Fuel Price Adjustment) pass-through for lifeline consumers.

K-Electric domestic tariff slabs (B-1 category)

K-Electric's domestic tariff follows NEPRA's approved Multi-Year Tariff (MYT). The slab structure for residential connections in 2025 is broadly:

  • Lifeline (0–50 units/month): Lowest subsidised per-unit rate — designed for the most economically vulnerable households.
  • Protected band (51–100 units/month): Reduced protected rate — households with moderate low usage pay less than the standard consumer.
  • 101–200 units/month: Standard lower-mid slab.
  • 201–300 units/month: Standard mid slab.
  • 301–700 units/month: Upper slab.
  • Above 700 units/month: Highest domestic slab rate.

NEPRA reviews and revises these rates under K-Electric's ongoing MYT proceedings. Always check nepra.org.pk or ke.com.pk for the current approved per-unit rates in PKR/kWh.

Who qualifies for K-Electric lifeline tariff?

To receive the lifeline or protected tariff rate from K-Electric, a consumer must meet all of the following:

  • Domestic (B-1) tariff category: The meter must be on a residential connection — not commercial, industrial, agricultural, or bulk-supply.
  • Low monthly consumption: The six-month rolling average monthly units must stay within the protected threshold (up to 100 units for protected, or up to 50 units for lifeline).
  • Genuine residential premise: The connection must serve an actual residence, not a secondary meter of a higher-usage property, a commercial-as-residential conversion, or a vacant plot.

Unlike the 11 PITC DISCOs — where consumers must register on css.pitc.com.pk under the Cross Subsidy Program — K-Electric's protected tariff is applied automatically based on your metered consumption history and NEPRA's approved billing rules. There is no separate CSS registration process for K-Electric consumers.

How to check your K-Electric bill online

CheckBills.pk supports all 11 PITC DISCOs and SNGPL gas bills — but not K-Electric, because KE operates its own billing platform separate from PITC. To check your KE bill:

  1. Find your 13-digit consumer number — printed at the top of your physical K-Electric bill or in a KE SMS receipt.
  2. Open ke.com.pk in your browser or launch the K-Electric app (available on Google Play).
  3. Enter your consumer number in the Bill Inquiry section and submit.
  4. View, download, or pay — the portal shows your current amount and due date, and allows payment directly or through any 1Link-enabled channel.

How to pay your K-Electric bill

K-Electric bills can be paid through all major digital channels in Pakistan using your 13-digit consumer number:

  • JazzCash / Easypaisa: Open the app → Pay Bills → Electricity → enter your KE consumer number → confirm amount.
  • Mobile banking apps: All major bank apps (HBL, UBL, MCB, Meezan, etc.) support 1Link utility bill payment. Select K-Electric from the utility list.
  • ke.com.pk: Pay directly through the KE portal using a debit/credit card or bank transfer.
  • ATM / 1Link: Insert your bank card, select Bill Payment → Electricity → K-Electric, enter your consumer number, and confirm.
  • Bank branch or KE collection points: Pay at any bank or K-Electric designated collection point with your consumer number.

How to file a K-Electric complaint

If you have a billing, metering, or outage issue with K-Electric, use the following escalation path:

  1. Call 118 (universal electricity emergency — routed to K-Electric in Karachi) or 021-99008 for K-Electric customer care.
  2. Submit online at ke.com.pk or through the K-Electric app.
  3. Citizen Portal (PMDU): If unresolved, escalate at citizenportal.gov.pk for a tracked grievance reference.
  4. NEPRA: As the final regulator, file a consumer petition at nepra.org.pk if K-Electric has not resolved your complaint through earlier channels.

K-Electric vs PITC DISCOs — key differences

Consumers moving between Karachi and other Pakistani cities are sometimes confused by the differences between K-Electric and the PITC-connected DISCOs:

  • Ownership: K-Electric is a private company (listed on PSX); the 11 PITC DISCOs are government-owned subsidiaries of WAPDA.
  • Bill portal: KE uses ke.com.pk; PITC DISCOs use bill.pitc.com.pk (accessible through CheckBills.pk).
  • Consumer number format: KE uses a 13-digit account number; PITC DISCOs use a 14-digit reference number.
  • Subsidy registration: PITC DISCO consumers register for the protected tariff at css.pitc.com.pk (Cross Subsidy Program); K-Electric's protected tariff is applied automatically based on metered usage.
  • Coverage: K-Electric covers Karachi, Hyderabad, Hub, and Lasbela. Everything else in Pakistan is covered by a PITC DISCO.

Can K-Electric consumers use the Cross Subsidy Program (CSS)?

No. The Cross Subsidy Program (css.pitc.com.pk) is a federal initiative for the 11 PITC-connected DISCOs only. K-Electric consumers in Karachi are not part of the PITC network and cannot use the CSS portal. K-Electric has its own lifeline and protected tariff applied through NEPRA's approved Multi-Year Tariff for KE.

How do I apply for a new K-Electric connection?

Apply online at ke.com.pk through the New Connection section, or visit a K-Electric customer service centre in Karachi. You will need your CNIC, property documents, and a demand notice from KE. The process includes a site inspection and meter installation. All charges are governed by NEPRA's approved tariff.
