Fuel Price Adjustment (FPA) on Pakistan Electricity Bills
Definition. Fuel Price Adjustment (FPA) is a per-unit surcharge or refund NEPRA approves monthly to reconcile the fuel cost that was actually incurred to generate electricity two months earlier with the reference cost already built into tariffs.

How FPA is calculated
Each month, the Central Power Purchasing Agency (CPPA-G) files the previous month's actual generation cost with NEPRA. NEPRA holds a public hearing, reviews the fuel mix (RLNG, coal, hydel, wind, nuclear) and exchange rate, and approves a positive or negative per-unit adjustment that is billed to all DISCO consumers two months later.
Positive FPA means actual fuel was more expensive than the reference; negative FPA means it was cheaper and you receive a refund.
Where FPA shows on your bill
Find the line labelled FPA, F.P.A., or Fuel Price Adjustment near the mid-section of the bill. The per-unit rate is multiplied by your units consumed in the billing month, so FPA on a 700-unit summer bill is much larger than on a 150-unit winter bill even at the same rate.
Why your FPA feels volatile
FPA tracks the rupee, imported fuel prices, plant availability, and hydel flows. A dry spring with low hydel output plus an LNG price spike pushes FPA up; a strong monsoon with cheaper furnace-oil alternatives can push it negative.
It is not a DISCO-level charge and cannot be contested with your local office — it is a regulator-approved national adjustment.

Is FPA the same on every bill in Pakistan?
Yes, the per-unit FPA is identical for all XWDISCO consumers for the same month; only the total amount differs because each household uses different units.
Are lifeline and protected users exempt from FPA?
Lifeline consumers (≤50 units for 6 months) are exempt. Protected consumers typically remain exempt below certain unit thresholds per current NEPRA notifications.
