Before You Apply — Read This First
Most MEPCO new connection applications that get delayed or rejected hit the same wall: missing or incorrectly attested documents. Before you sit down to fill the online form, run through this quick pre-application checklist to make sure you're genuinely ready.
✅ Property document is in your name
If the property isn't in your name (e.g., inherited), you need an ownership transfer document or an NOC from the legal owner.
✅ CNIC copies are attested
Attestation by a gazetted officer is mandatory. Self-attestation or stamp-only copies are rejected.
✅ Wiring contractor's report is signed
The report must be issued by a licensed contractor registered with WAPDA. Unlicensed contractor reports are invalid.
✅ Load requirement is estimated
Know the total kW of equipment you plan to run. An underestimated load leads to power issues; overestimated load raises costs.
✅ Mobile number is registered in your name
Your Tracking ID, Demand Notice alerts, and survey notifications all go to the registered mobile. Use a SIM registered to your own CNIC.
Step-by-Step: How to Get a New MEPCO Electricity Connection
The MEPCO new connection process runs through six distinct stages. Each stage has a specific owner — sometimes it's you, sometimes it's MEPCO. Knowing who does what at each stage prevents the frustration of waiting when you should be acting, or acting when you should be waiting.
Step 1 — Gather & Prepare Documents
Before touching the online form, physically gather every document you need: your property document (original + clear copy), both CNICs (applicant + witness) with gazetted attestation, a copy of the most recent electricity bill from a neighbour whose property borders yours, and the wiring test report from a WAPDA-licensed contractor. Poor-quality scans or missing documents are the #1 reason MEPCO applications sit in "review" for weeks.
Step 2 — Submit Online Application
Open the MEPCO portal (use the Apply button above), create an account with your CNIC and mobile number, and fill the new connection form. Specify your load requirement in kW, select single-phase or three-phase, enter the full property address, and upload clear photos or scans of all documents. Review everything carefully before submitting — editing after submission is not possible.
Step 3 — Receive Tracking ID
Within minutes of a successful submission, MEPCO's system will send a unique 11-digit Tracking ID to your registered mobile number. This number is irreplaceable — screenshot it, write it on paper, and keep it in your phone notes. Every future interaction with MEPCO (status checks, Demand Notice printing, receipt uploads, helpline calls) requires this ID.
Step 4 — Technical Survey
MEPCO assigns a field engineer who will call ahead (sometimes) and visit your property to assess the technical requirements for extending the power line. They measure the distance from the nearest existing pole to your meter board, check the local transformer's spare capacity, and determine whether new poles or cables are needed. Make sure the survey area is accessible. This survey is the basis for your Demand Notice amount.
Step 5 — Pay the Demand Notice
MEPCO issues a Demand Notice detailing the total connection fees — service line, poles, transformer share, meter security deposit, and registration. Print it using the Print Demand Notice tool on this site, take it to any listed bank, and pay the full amount. On the same day, photograph the bank receipt and upload it via the Upload Demand Notice tool. Uploading the receipt cuts the verification wait from 7 days down to 1–3 days.
Step 6 — Meter Installation
Once MEPCO confirms payment, they procure materials (cable, poles, meter) and schedule the installation. A crew will visit your property to run the service line from the nearest pole to your meter board, install the electricity meter, and test the connection. On this day, take note of the meter serial number (printed on the meter body) and the initial reading. This protects you against billing errors in your first few bills.
Required Documents — Full Checklist
These are the five documents you must submit with every MEPCO new connection application. Read each description carefully — the "detail" matters as much as having the document itself.
✅ Property Document Copy
A copy of your ownership documents (registry, sale deed, lease agreement, or allotment letter) that proves your legal right to the premises where the connection is required.
✅ Attested CNIC Copy of Applicant
A clear photocopy of your 13-digit National Identity Card, attested by a gazetted officer or notary public. The attesting officer must sign, stamp, and write 'Attested True Copy' on the copy.
✅ Attested CNIC Copy of Witness
Your application requires a witness whose attested CNIC copy must also be included. The witness can be a neighbour, local resident, or relative who can vouch for your identity and premises.
✅ Neighbour's Electricity Bill Copy
A copy of the latest electricity bill of a neighbouring property helps the electricity company's survey team easily identify the location of your premises on their network maps.
✅ Wiring Contractor's Test Report
A test report issued by a licensed and accredited electrical wiring contractor confirming that the internal wiring of your premises meets WAPDA and Pakistan Standards and Quality Control Authority (PSQCA) safety specifications.
⚠️ Important: If your property ownership documents are in someone else's name (e.g., a parent, a landlord, or a deceased family member), MEPCO requires either a NOC from the actual owner or a copy of the inheritance succession certificate. Don't assume a verbal agreement is sufficient — it's not.
Types of MEPCO Electricity Connections
Choosing the right connection type at the application stage is important. Changing it later requires a separate Change Application and additional fees. Here's a simple guide to the five main types:
🏠
Domestic Single-Phase
Up to 5 kW
For homes running lights, fans, a fridge, TV, and 1–2 air conditioners. Most standard Pakistani homes use this.
🏘️
Domestic Three-Phase
5 kW and above
For larger homes with multiple heavy appliances, industrial-grade inverters, or EV charging setups.
🏢
Commercial
Any load
For shops, offices, restaurants, and businesses. Single-phase for small commercial loads, three-phase for larger ones.
🌾
Agricultural / Tube Well
Pump-rated kW
For irrigation pumps and agricultural equipment. Billed under NEPRA's Agricultural Tariff (cheaper per unit).
🏭
Industrial
High load
For factories, processing plants, and large production units needing three-phase high-load supply.
What Does a MEPCO New Connection Actually Cost?
There's no single fixed price — the MEPCO Demand Notice amount is calculated individually for every application after the technical survey. These are the components that go into your total:
| Cost Component | What It Covers | Refundable? |
|---|---|---|
| Service line (cable) | Underground or overhead cable from pole to your meter board | No |
| Pole(s) installation | New electricity poles if none exist near your property | No |
| Transformer share | Your contribution to transformer capacity in your area | No |
| Meter cost | The electricity meter unit itself | No |
| Security deposit | Deposit based on sanctioned load and tariff category | Yes — on connection closure |
| Processing / registration fee | Administrative charges for the new connection account | No |
Typical domestic single-phase connections range from PKR 8,000 to PKR 60,000+ depending on location, pole count, and distance. Properties near an existing pole pay much less than rural or newly developed areas. The security deposit is separate and refundable when you permanently disconnect.
💡 Tip: You are not required to pay anything before the Demand Notice is issued. If anyone asks for advance fees at the MEPCO office or at the surveyor level, report it to the helpline at 0800-00786 — that is not a legitimate MEPCO charge.

Frequently Asked Questions
Straight answers to the questions MEPCO applicants ask most often.
What is the step-by-step process for getting a new MEPCO electricity connection?+
The process has six main steps: (1) Submit your application online at the official application portal with all required documents. (2) Receive your unique Tracking ID via SMS. (3) A MEPCO technical survey team visits your premises to assess feasibility and cost. (4) A Demand Notice is issued with the exact fee payable. (5) Pay the Demand Notice amount at a designated bank and upload the receipt. (6) MEPCO schedules and completes meter installation. The entire process typically takes 30–60 days from application to meter installation.
What documents are required for a MEPCO new electricity connection?+
You need five key documents: (1) Property document showing ownership or legal right to the premises. (2) Attested CNIC copy of the applicant. (3) Attested CNIC copy of a witness. (4) Copy of a neighbouring property's latest electricity bill. (5) Wiring Contractor's Test Report certifying that internal electrical wiring meets safety standards. All CNIC copies must be attested by a gazetted officer.
How much does a MEPCO new electricity connection cost?+
The cost of a MEPCO new electricity connection varies based on several factors determined during the technical survey: the distance from the nearest electricity pole or feeder to your premises, the number of electricity poles required, whether a new transformer is needed, underground or overhead cabling requirements, the sanctioned load in kW, and the type of connection (single-phase or three-phase). The exact fee is shown in the Demand Notice issued after the survey. Typical domestic single-phase connections may range from PKR 15,000 to PKR 80,000+ depending on these factors.
How long does MEPCO take to install a new electricity meter?+
After submitting the application, the typical timeline is: Document review (3–7 days), Survey scheduling (7–15 days after review), Survey itself (1 day), Demand Notice issuance (3–7 days after survey), Payment processing (1–3 days after bank payment), Material procurement and work order (7–14 days), Meter installation (1–2 days). In total, the process takes approximately 30–90 days depending on MEPCO's workload, your location, and how promptly you complete each step on your end. Prompt payment of the Demand Notice significantly reduces overall wait time.
What is the difference between single-phase and three-phase MEPCO connection?+
A single-phase connection delivers electricity through two wires (one live, one neutral) and is suitable for domestic homes with loads up to 5 kW — powering lights, fans, small appliances, and a few air conditioners. A three-phase connection delivers electricity via three live wires and is designed for commercial premises, industrial units, large residential properties, and agricultural pumps requiring more than 5 kW of power. When you apply, specify the type based on your actual load requirement. A licensed wiring contractor can advise you on the appropriate connection type.
Can I apply for MEPCO new connection if I am a tenant?+
Yes, tenants can apply for a new electricity connection in their own name, but you must provide a copy of your tenancy agreement or NOC (No Objection Certificate) from the property owner as the property document. Some MEPCO offices may require the owner's CNIC copy along with the tenancy documentation. It is advisable to check the latest requirements directly with MEPCO by calling 0800-00786 before submitting your application.
