Why people say "WAPDA bill"
The Water and Power Development Authority (WAPDA)was the original national electricity authority for most of Pakistan. For decades, WAPDA handled generation, transmission, distribution, and billing. In the 1990s and early 2000s, government policy separated these functions: distribution was handed to regional distribution companies (DISCOs), and billing moved with them. Today WAPDA's electricity role is mainly hydropower generation— it operates large dams like Tarbela, Mangla, and Ghazi Barotha, producing power that feeds the national grid. Billing, meter reading, new connections, and customer complaints for residential and commercial consumers are now handled entirely by the DISCOs, the companies listed below. "WAPDA bill" is colloquial shorthand that stuck, even though the bill itself comes from MEPCO, LESCO, FESCO, or whichever DISCO serves your area.
What a DISCO subdivision (SDO) office is
Each DISCO divides its territory into circles, then into subdivisions managed by a Sub-Divisional Officer (SDO). Your local SDO office is where you go in person to:
- Dispute a meter reading or bill amount
- Request a new electricity connection
- Report a faulty or burned meter
- Receive a corrected (adjusted) bill
- Get an outage timeline for your feeder
Your subdivision name and SDO number are printed on your monthly bill, usually in the top section near the consumer details. Online options before visiting an office
Most billing tasks do not require a physical visit. Before going to a subdivision office, try these:
- View your bill online: Enter your reference number on CheckBills.pk or PITC to see the official duplicate. This confirms whether an estimated reading was used and the exact amounts charged.
- Apply for a new connection — Use the ENC (Electronic New Connection) portal at enc.pitc.com.pk to apply, track status, and pay demand notices online.
- Register for CSS subsidy: If you qualify as a protected consumer (≤200 units/month), register at css.pitc.com.pk without visiting an office.
- Pay your bill: JazzCash, Easypaisa, NayaPay, and all major bank apps accept DISCO bills by reference number. No office visit or paper bill needed.
- File a NEPRA complaint: If your DISCO complaint is unresolved, escalate at nepra.org.pk online.
