Electricity customer care & billing complaints
This page explains what CheckBills.pk can and cannot do, how to file a billing complaint with your distribution company, and the full escalation path if the complaint is not resolved. All information applies to the 11 main DISCOs, MEPCO, LESCO, FESCO, IESCO, GEPCO, PESCO, HAZECO, HESCO, SEPCO, QESCO, and TESCO.
What CheckBills.pk does, and what it cannot do
CheckBills.pk is an independent bill-checking tool. It forwards your reference number to the official PITC government portal (bill.pitc.com.pk) and displays your duplicate bill exactly as PITC returns it. We do not:
- Change, adjust, or dispute any bill amount on your behalf
- Correct meter readings or update your consumer record
- Restore power or report outages to your DISCO
- Accept payments or process transactions
- Have access to your DISCO's customer database
For any of those actions, you need to contact your DISCO directly using the helpline or subdivision office printed on your bill.
Common billing complaints and their causes
- Sudden large increase in bill amount: Most often caused by a positive FPA (Fuel Price Adjustment) set by NEPRA, by crossing into a higher slab tier, or by accumulated arrears from a missed previous payment. Compare your FPA line month-over-month.
- Estimated (average) bill— If a meter reader could not access your meter, the DISCO issues an estimated bill based on past averages. Your bill will show "Estimated Reading" or similar. The next actual reading will correct the balance, overpayments are reflected as a credit.
- Wrong meter reading: If the printed reading on your bill does not match your meter, this is grounds for a formal complaint. Photograph your meter with the date visible before and after the reading date each month.
- Wrong tariff category: If your bill shows a commercial or industrial tariff code instead of domestic, you are likely being overcharged. Verify the category label printed on your bill against your actual use type.
- Duplicate billing or payment not reflected — If you paid but the next bill shows arrears, keep your payment receipt (transaction ID from JazzCash, Easypaisa, or bank app) and present it at your subdivision office.
- Protected status incorrectly removed: If you consumed ≤200 units/month consistently but are billed as unprotected, check whether a single high-consumption month reset your status. If you believe the reset was erroneous, contact your DISCO with your 6-month consumption history.
Step 1, Get your duplicate bill first
Before filing any complaint, download your official duplicate bill so you have the exact figures in writing. Enter your reference number on CheckBills.pk or directly on bill.pitc.com.pk. Save the PDF. Note the billing month, units consumed, FPA line, and the total due.
Step 2, Contact your DISCO helpline or subdivision office
Your first point of contact for billing complaints is your DISCO's customer-service helpline or your local subdivision (SDO) office. Both are printed on your bill. When you call or visit:
- Quote your reference number and the billing month in question
- State the specific issue (estimated reading, wrong tariff, etc.)
- Request a complaint number — all DISCOs must issue one for formal complaints
- Note the name of the representative and the date
For meter-reading disputes, request a spot check. The DISCO will send a meter reader to verify your current reading and issue a corrected bill if the original was wrong.
Step 3, Escalate to PMDU if unresolved
If your DISCO does not resolve the complaint within a reasonable period (typically 30 days), escalate to the Power Management & Development Unit (PMDU). PMDU handles complaints escalated above the DISCO level. Document your original complaint number from Step 2 and all correspondence.
Step 4, File with NEPRA as a last resort
NEPRA (National Electric Power Regulatory Authority) accepts consumer complaints at its website when DISCO-level and PMDU-level resolution has failed. Visit nepra.org.pk and navigate to the consumer complaints section. Provide: your reference number, billing months in question, your DISCO complaint number, evidence of attempted resolution, and copies of your bills.
Documents to keep for any billing dispute
- PDF of the disputed bill (from PITC or CheckBills.pk)
- PDF or screenshot of your previous 3–6 months' bills for comparison
- Payment receipts or transaction IDs for any amounts already paid
- Photograph of your meter display (with date) at the time of dispute
- Your DISCO complaint reference number once issued
Outages and power theft — different channels
Power outages (scheduled or unscheduled) and power theft complaints go through the same DISCO helpline but are handled by different departments than billing. Do not expect a billing complaint to fast-track an outage response, or vice versa.
