How Water Bills Are Calculated in Pakistan

WASA and KWSB use a metered consumption model with progressive slabs — the more you use, the higher the per-unit rate. Here is what each line item on your bill means.

Water Supply Charge

The metered consumption charge — cubic metres consumed multiplied by the applicable slab rate. The largest line item on any domestic WASA bill. Rates are reviewed by the respective provincial government.

Sewerage & Sanitation

A fixed percentage (typically 25–40%) of the water supply charge, applied to cover wastewater collection and treatment infrastructure. Billed alongside the water supply charge on the same statement.

Meter Rent

A small monthly maintenance fee for the water meter installed at your premises. Some WASAs bundle this into the connection fee; others show it as a separate line. It does not vary with consumption.

Arrears & Taxes

Any amount unpaid from previous months is carried forward as arrears. GST at 17% applies to commercial connections. Domestic consumers may be fully or partially exempt depending on the WASA authority.
